WINTER DOLDRUMS: When recovering from a recession, county jobless rates tend to be highest in January (D1). That should be true this year, says Chapman University economist Esmael Adibi. In the bad news category: “We expect unemployment to continue on the high side in the first quarter” of 1992, Adibi said. The good news? “Things will gradually get better . . . in the second half.”
