** 1/2 Aaron Tippin, “Read Between the Lines,” RCA . Tippin moves closer to developing a voice of his own--as singer and songwriter--on his second album. He lacks the world-weariness needed for the title tune (Waylon Jennings he’s not), but he’s just fine on the forlorn “My Blue Angel” and the sassy “I Miss Misbehavin’,” and the wry “There Ain’t Nothin’ Wrong With the Radio” is one of the spunkiest country chart-toppers in a while.
New albums are rated on a scale of one asterisk (poor) to four (excellent).
