SEAL BEACH : Hellman Ranch Plan on Council Agenda

The City Council tonight will discuss forming an advisory committee to review the five-year-old specific plan that governs development of the Hellman Ranch property.

The committee would be responsible for reviewing the existing plan, which has been criticized by residents as being outdated, and determining whether it is necessary for the city to devise a new plan.

The specific plan sets development guidelines for projects proposed for the 149-acre property.

City Manager Jerry A. Bankston said there is currently no active development proposal being considered for the Hellman Ranch property.

The Mola Development Corp. was unsuccessful in its bid to build 329 homes on the land.

Mola’s project was originally approved in 1989 by the City Council, but that decision was overturned by a Superior Court commissioner because Seal Beach’s housing plan was out of date.

The state Supreme Court backed that decision earlier this year by refusing to hear Mola’s request to have the project reinstated.
