Emerson Fittipaldi, who won the season’s first Indy car race three months ago in Australia, won the provisional pole for Sunday’s Budweiser-G.I. Joe’s 200 at Portland, Ore. Fittipaldi, driving a Penske-Chevrolet, had a top lap speed of 114.853 on the 1.95-mile Portland International Raceway road course.
