Steffi Graf, who cited shoulder problems, and Martina Navratilova, who told tournament officials she was tired, will be fined for pulling out of the Canadian Open tennis tournament, the Women’s Tennis Assn. said. Graf is to be fined $10,000 and Navratilova $7,500.
