Baseball’s draft is subject to collective bargaining because of its tie to free agent compensation, arbitrator George Nicolau ruled.

Nicolau, who on July 17 invalidated a rule change extending draft rights over high school players from one year to five years, issued an 18-page opinion in which he said clubs could not unilaterally alter any draft rules.
