FISH OR CUT BAIT: Shortly after the new $11-million Huntington Beach Pier opened in July, struggles began between fishermen on the pier and surfers on the waves below. Now visitors are complaining to the City Council that the fishermen are befouling the pier by cutting bait and gutting fish on its benches. . . . One resident urged the council Monday night to charge fishermen 50 cents a day for pier space and use the money to keep the pier clean and well patrolled.
