ENCINITAS : Bicyclist Killed by Train Identified

Authorities identified the man killed Tuesday by an Amtrak passenger train in Leucadia as Victor C. Ballard, 34, of Oceanside. According to a Sheriff’s Department report of the incident, Ballard rode his bicycle around the crossing gate on Leucadia Boulevard.
Investigators said Ballard stopped on the tracks as the train approached at 87 m.p.h. The train engineer sounded the horn several times but Ballard stayed on the tracks, sheriff’s deputies said. The impact hurled his body 300 feet.
