Face the Issues: With the Bush-Clinton camps haggling over a presidential debate format, CBS’ “Face the Nation” has made plans to broadcast debates on campaign issues in the next five weeks leading up to the election. Proponents of both candidates will be signed up to cover such issues as health-care reform, education, the military, foreign affairs and welfare reform. Scheduled for this Sunday (3 p.m., Channel 2): White House Budget Director Richard Darman and House Majority Leader Richard Gephardt (D-Mo.), in a debate about taxes, trade and jobs.
