Marking Milestones: CBS and Home Box Office are expected to announce today that HBO will produce a prime-time special for CBS celebrating the 20th anniversary of HBO, the pay-TV network. The CBS special, slated to air Dec. 23, is to feature performances by Robin Williams, Billy Crystal and Bette Midler in addition to clips from HBO shows over the years. . . . Meanwhile, CBS’ “The Young and the Restless,” which has been the top-rated daytime drama for 200 weeks, reaches another milestone today: the taping of its 5,000 episode, which will air Dec. 1. In ceremonies tonight to mark the occasion, Studio 43, the serial’s home base at CBS Television City, will be dedicated both to the show and to its co-creator, head writer and senior executive producer William J. Bell.
