Grand Jury Probes Election Problems

Voter complaints have triggered a grand jury preliminary investigation of Alameda County Registrar Emmie Hill as more than 1,000 voters complained that they received late absentee ballots.
On Election Day, 13 of the county’s 1,028 polling places opened late, two of eight card counters broke and one box of ballots was misplaced for several hours. The county was the 53rd of the state’s 58 to finish counting ballots.
