Drought and Rainstorms

We have a ride-share program where I work. It is a basically fair and equitable program for those people who drive cars. Not so for those who ride bicycles, by far the best way of keeping motor vehicle emissions low. It seems that during rainstorms you are still expected to pedal your butt to work, risking life and health, because of the sliding cars and the threat of pneumonia. I admit that I drove my car, instead of riding my bike, for four days one week. For this I am required to pay a fine. Because of the inflexibility, I am quitting the program. What help for pollution now?
