SQUATTER COUNTY? Proposed closing of the El Toro Marine base raises this concern from Assemblyman Mickey Conroy (R-Orange): Federal law mandates that land from base closings be considered for public housing. Conroy: “I do not want to see our bases turned into squatter towns. . . . A poor farm in Orange County would be a magnet for undesirables.” Conroy has been appointed vice chairman on a state task force on defense conversion. He says he’ll focus on the El Toro base.
