SMART SOCCER: Whenever the TV people need an expert on soccer, they usually turn to Rick Davis, general manager of the Los Angeles Salsa Soccer Club, based at Cal State Fullerton. Davis, America’s most famous soccer player, was TV analyst for the World Cup games in both 1986 and 1990, and recently worked soccer for the SportsChannel. . . . ABC announced Tuesday it has hired Davis as commentator when the United States hosts Germany on June 13.
