Riordan Makes 12 More Commission Appointments : Government: Harbor and redevelopment boards are complete. Business community is strongly represented.

Filling two more citizen commissions at the end of his third full week in office, Los Angeles Mayor Richard Riordan on Friday selected an eclectic group that includes several business people, a nonprofit executive, a community activist and a labor leader.

The selections for the Harbor Commission and the Recreation and Parks Commission, along with a final selection for the Community Redevelopment Agency board, continue Riordan’s strong tilt toward the business community.

Among the Harbor Commission nominees, who must be confirmed by the City Council, are McDonald’s franchise owner and former Riordan campaign treasurer Frank Sanchez, real estate executive Steven L. Soboroff and pension administrator and Riordan transition committee member Carol Rowen.

Rounding out the Harbor Commission are Gertrude Schwab, nicknamed “Mrs. Wilmington” for her activity in Wilmington homeowner matters, and Lee Anderson, wife of former Rep. Glenn M. Anderson.

While the group includes one Latino, Sanchez, it breaks with recent tradition by not including any Asian-American members. Riordan’s selections mean that the port--whose top three trading nations are Japan, Korea and Taiwan--may not have an Asian-American commissioner for the first time in a quarter-century.

But one port official and a representative of a giant Taiwan-based shipping company agreed that the ethnic makeup of the board will be secondary in importance to the group’s business skills.

“A lot will depend on their demeanor, their international savvy,” said the official, who asked not to be named.

The Recreation and Parks Commission nominees, if confirmed, will also bring a strong business background to their positions. Steven J. Silberman is an executive with Allied/Royal Parking, a firm that owns more than 100 parking lots in Southern California, and Sofia Garcia-Conde Zuckerman is a founder and head of Encanto Furniture Co.

Also designated for the commission are LeRoy Chase, the long-time executive director of the Boys and Girls Club of San Fernando Valley and a losing candidate in April for the 7th District seat on the City Council; Herman Leavitt, an executive with the Hotel Employees and Restaurant Employees International Union; and Dean Pregerson, a holdover from former Mayor Tom Bradley’s parks commission. Pregerson is an attorney, active in many civic affairs and a backer of a 1992 county ballot measure to improve parks.

Riordan also named a prospective seventh member for the Community Redevelopment Agency board--a position left open last week when an earlier selection was found to live outside the city.

The new candidate, Cynthia McClain-Hill, is an investment banker and lawyer who also publishes a political newsletter targeted at young black professionals. McClain-Hill has become a favored political expert among journalists in recent years, leading her to dub herself an “emerging pundit.”

Although not among the selections formally announced Friday, Gini Barrett will be named to the Animal Regulation Commission, Riordan said during a television appearance. Barrett is vice president for public affairs of the Alliance of Motion Picture and Television Producers. She is the wife of Assemblyman Richard Katz (D-Sylmar), who lost to Riordan in the April primary and was then widely viewed as helping him in a June runoff by not endorsing his opponent, Michael Woo.

Barrett is the third recent Riordan appointee who is married to a current or former elected official.
