SPLIT VOTES: Since winning the election in a new district that includes conservative Thousand Oaks, Democratic Rep. Anthony Beilenson has been holding town meetings, trying to convince people he’s not that liberal. But Beilenson plans to disappoint the constituents urging him to vote against President Clinton’s budget. “He thinks it’s a fair plan,” spokeswoman Kaye Davis said. . . . Most callers don’t. Of the 200-plus calls Beilenson has received since the President’s speech, opponents outnumber supporters 2 to 1. The ratio is even higher in Thousand Oaks. . . . At GOP Rep. Elton Gallegly’s Oxnard office, the margin was 8-1 against. Gallegly plans to vote no.

JUDGMENT DAY: Virginia Loya of Saticoy, a juror at the Rodney G. King beating trial in Simi Valley, isn’t happy with the 30-month sentences handed down in the federal case (A1). She thinks the judge was too lenient. “Them not getting a fine is something I can’t understand,” said Loya, who was frustrated by her jury’s failure to convict. . . . The 42-year-old hospital worker spent Wednesday watching TV coverage of the sentencing. “It was hard, because you feel for all of them. I feel for King, I feel for Powell, I feel for Koon. I believe God is going to judge everything that was done.”
