A summary of selected Los Angeles City Hall decisions affecting the Westside in the last week.

WALKWAY CLOSURE: Approved closing the Santa Monica Freeway pedestrian bridge at 8th Avenue and 25th Street by constructing an eight-foot chain-link fence and gates at each end. Residents of the area have complained that the crossing has become a gathering place for transients and youths and increasingly is marred by excessive debris, graffiti and illegal activities, including prostitution.

HISTORIC DESIGNATION: Approved a request from the city Cultural Heritage Commission declaring the Egyptian Theatre a Historic-Cultural Monument. The landmark theater on Hollywood Boulevard opened in 1922, but had fallen on hard times and was closed last year. The city’s Community Redevelopment Agency, with the council’s approval, is negotiating an agreement with American Cinematheque, a nonprofit cultural organization, to repair and refurbish the theatre. The CRA owns the theater.

CHRISTMAS PARADE: Councilwoman Jackie Goldberg requested that $1,050 in city permit fees be waived for the display of street banners along Hollywood and Sunset Boulevards announcing this year’s Hollywood Christmas Parade. The parade is sponsored by the Hollywood Chamber of Commerce.

APPOINTMENTS: Approved the appointments of Robert Burkett, a West Los Angeles resident, to the library commission and Thomas H. Russell, a Hollywood resident, to the cultural heritage commission.

HOW THEY VOTED

How Westside representatives voted on selected issues.

PLAYA VISTA: Approved the first stage of the proposed $7-billion residential, office, retail and hotel project on 1,087 acres once owned by billionaire Howard Hughes. The approval gives developer Maguire Thomas Partners the green light to start construction on the first phrase of the Playa Vista development near Marina del Rey as soon as financing can be arranged and construction plans formulated. PASSED: 10-1.

VOTING YES: John Ferraro, Ruth Galanter and Mark Ridley-Thomas.

VOTING NO: Nate Holden.

ABSENT: Marvin Braude, Goldberg and Zev Yaroslavsky.

REWARD: Approved a $25,000 reward for information leading to the arrest of the killers of Laurie Myles. Myles, 34 and a mother of three, was shot last week in the San Fernando Valley by one of two men who demanded her purse. Myles was shot in front of her 9-year-old son. The robbery occurred as she stopped to pick up a teen-age daughter at a Bible study class at a private home in the 8600 block of Louise Avenue in Northridge. PASSED: 12-0.

VOTING YES: Ferraro, Galanter, Holden, Ridley-Thomas and Yaroslavsky.

ABSENT: Braude and Goldberg.

HELMET: Approved a proposal by Galanter urging Gov. Pete Wilson to sign a bill prohibiting people 17 and younger from operating or riding on a bicycle on a public street or bikeway without wearing a bicycle safety helmet. PASSED: 11-1.

VOTING YES: Ferraro, Galanter, Goldberg, Holden and Ridley-Thomas.

ABSENT: Braude and Yaroslavsky.
