CANOGA PARK : Permit OKd for Firm Fought by Neighbors
The Los Angeles City Council voted Tuesday to approve a nine-month operating permit for a recycling center in Canoga Park that has been the subject of complaints from neighbors about noise and litter.
Under attack by neighbors who view the business as a nuisance, Universal Recycling, at 20934 Sherman Way, has offered to scale back some operations and clean up debris.
Nonetheless, a tenant in a neighboring office building appealed to the City Council to deny the permit, saying the business belongs in an industrial zone and not in the commercial area where it operates.
Neighbors have complained most vehemently about the dumping of glass bottles, which they say creates a loud, irritating noise that disrupts normal business in the area.
The council voted to back a recommendation by City Councilwoman Laura Chick to approve a nine-month permit for the center with 34 conditions of operations, including a restriction that the center not be allowed to dump glass bottles on Saturdays or Sundays. On weekdays, the center can dump the glass bottles only between 5:30 and 6:30 p.m.
City officials said that if the conditions of the permit are not met, they can consider whether to revoke the permit and close the center.
