A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* CLUB FUNDING: Approved the use of $3,000 from the city’s general purpose fund to support the Boys and Girls Clubs of Watts, Wilmington and Harbor City/Harbor Gateway, each receiving $1,000.

* POLICE FUNDING: Approved a $4-million grant for the Police Hiring Supplement Program that will add 54 police officers to the city’s police force. Eighteen of the officers will be assigned to each police division to coordinate Community/Police Advisory Councils, which are designed to identify local law enforcement problems and develop solutions. The remaining 36 officers will be assigned to LAPD Community Service Centers, which will be in office buildings throughout the city.

* BAND FUNDING: Approved the use of $500 from the city’s general purpose fund to help sponsor the Washington Preparatory High School’s band and drill team’s trip to New Orleans to participate in the Mardi Gras Parade in February.

* REWARD OFFER: Approved Councilman Nate Holden’s request to offer a $25,000 reward for information leading to the arrest and conviction of those responsible for the arson that caused the deaths of Caleb and Ollie Young on Jan. 11, 1994, in their home in the 2300 block of West 30th Street.

* FIGHTING DRUGS: Approved the Police Department’s policy of designating the commanding officer of the narcotics unit as the contact for phone companies and Council offices when problems with pay phones occur in connection with illegal activities. Steps to resolve such problems range from allowing only outbound calls to removal of the phones.

* CHINESE NEW YEAR: Approved the closure of North Broadway between Sunset Boulevard and Bernard Street on Feb. 19 from 1 to 5 p.m. for the celebration of the Chinese New Year.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * HOUSING PROJECT: Decided that the construction of a housing project at 1272 W. Temple St. will not have a significant adverse effect on the environment. The development will provide the Temple-Edgeware neighborhood with 100 affordable residential units. Passed: 11-0. Voting yes: Richard Alatorre, Rita Walters, Mike Hernandez, Jackie Goldberg, Rudy Svorinich Jr. Absent: Holden, Mark Ridley-Thomas.
