PRO FOOTBALL DAILY REPORT : AROUND THE NFL : Bears Promote Walsh to No. 1

The Chicago Bears have switched quarterbacks. Steve Walsh will start and Erik Kramer will sit. “I think Steve has earned an opportunity to start,” Coach Dave Wannstedt said. The Bears, 4-4 after a two-game losing streak, play at Tampa Bay Sunday. Kramer, given a three-year, $8.1-million contract, was 1-4 as a starter. . . . After wading through stacks of records, the NFL confirmed that Minnesota cornerback Anthony Parker is the first defensive player to score touchdowns in three consecutive games. Parker returned an interception 41 yards for a touchdown against Tampa Bay on Sunday, a fumble 23 yards against Green Bay on Oct. 20 and an interception 44 yards against the New York Giants on Oct. 10. . . . Gus Frerotte will start at least the next two games, said Washington Coach Norv Turner, relegating Heath Shuler to the bench whether he is healthy or not. . . . Barry Switzer, still fuming over an elbow thrown by Cincinnati’s James Francis, wants the league to suspend any defensive player who intentionally targets concussion-prone Troy Aikman, starting with the Bengals’ Francis. The play is being reviewed by the league.
