VALLEY BOUND: President Clinton, who visited the San Fernando Valley within days of the Northridge earthquake, plans to be back for the quake’s one-year anniversary, Clinton said Friday. . . . His exact itinerary is still uncertain, but Clinton said he is scheduling the trip--barring an unforeseen crisis. HUD Secretary Henry Cisneros and other Administration officials are also coming and may tour one of the Valley’s “ghost towns.”
