Pacific Gulf Appoints Executive for Its Apartment Operations

David L. Farrell has been named to the newly created position of vice president of operations for the apartment division of Pacific Gulf Properties, a Newport Beach real estate investment trust. Farrell was formerly president, chief executive and managing general partner of Realty Center Management Inc.

* Carl Ann Wylie has joined Secure Horizons of California senior health plan, a division of Cypress-based PacifiCare Health Systems, as manager of advertising. She was previously director of marketing for Davis & Associates in Long Beach. Wylie has also been director of marketing for the Jefferies Assn. and account executive for the Designory.

* Wally Nielsen has joined City National Bank as senior vice president and manager of the South Orange County Commercial Banking Center in Newport Beach. He was previously senior regional vice president and branch administrator at Eldorado Bank.

* Iain D. Duffin has been appointed corporate vice president of ITT Corp. He retains his position as president of ITT Cannon in Santa Ana, which serves the connector, switch and interconnect markets. Before joining ITT in 1992, Duffin was with Hughes Aircraft Co. for more than 20 years.

* Loren C. Pannier has joined the University Advisory Board at Cal State Fullerton, an 11-member body that advises the president on improving and developing the university. Pannier is senior vice president and chief financial officer of Carl Karcher Enterprises in Anaheim.

* Mark A. Thurman has been installed as 1995 president of the Associated General Contractors of California, a statewide trade association. Thurman is vice president of Pepper West Inc. in Irvine, which specializes in health care, retail and institutional construction and renovation.
