City councils in La Palma met in a variety of makeshift City Halls, including a children’s playhouse, before the city got its own Civic Center in 1968.

When the city was incorporated in 1955 under the name of Dairyland, there were few residents and many dairy farms. A Wall Street Journal story in May, 1956, had this observation about the new California suburban community: “Its residents number 7,000 cows and 500 humans.” The City Council at that time had no City Hall and met in the homes of residents.

In 1957, the City Council used a tiny children’s playhouse as its meeting site.
