Countywide : Head of El Toro Reuse Panel Asked to Resign

Measure S supporters Wednesday called for the resignation of the chairman of a committee overseeing reuse plans for El Toro Marine Corps Air Station because of an alleged conflict of interest.

Gary Proctor, who was appointed to the El Toro Citizens Advisory Commission by the Board of Supervisors, wrote a letter recently urging voters to oppose Measure S. The letter was sent to voters at the expense of the No on Measure S campaign.

“He has no business sitting on the commission after this,” said Bill Kogerman, co-chairman of Taxpayers for Responsible Planning, the group that put Measure S on Tuesday’s ballot. “He ought to resign.”

Proctor did not return repeated phone calls seeking comment.

In the past, Proctor has said he has not decided whether an airport would be an appropriate reuse for El Toro, but opposes Measure S because it would restrict the county from considering an aviation facility as an option.

Proctor’s letter reminds voters that state and county officials have requested space at El Toro for jail and prison beds and warns that Measure S strips the public of its power to scrutinize these plans.

Kogerman and other critics say that is a scare tactic.
