County HMO: Ventura County Medical Center has won a state license to operate an HMO for county employees and offer health insurance to the general public (B1). The agency assures indignant private medical groups, though, that it won’t go public. . . . But several other counties with similar licenses--including Riverside and Los Angeles--have slid easily into the insurance business.

Thera-Pets: State Sen. Jack O’Connell has just sewn up the floppy-eared mutt vote, gaining Senate approval for a bill that prohibits landlords from evicting dogs and other pets that have therapeutic value for elderly or disabled owners. . . . Lest anyone think that the senator is going soft, SB 2077--which next faces an Assembly vote--is a money-saving measure. If a pet improves someone’s health, O’Connell says, “it reduces the need for more costly medical treatment down the road.”
