LAPD Driver-Training Facility on Course

Putting an end to a contract dispute that had delayed construction of a police driver-training course in Granada Hills, the Los Angeles Public Works Commission awarded a $22.6-million contract for the facility Friday.

The commission voted to award the contract to a partnership of American Kuk Dong Inc. and Advanced Architect & Development Co. and authorize it to begin construction within the next 30 days or so.

The contract calls for the firms to build an outdoor driver-training course, a two-story driver training center and a single-story building with three indoor shooting ranges on a 44-acre lot near the Van Norman Reservoir.

The contract was delayed for at least three months after a Superior Court judge issued a temporary restraining order in April at the behest of Prinner Construction, one of the firms that lost the bidding for the contract.

Prinner sued, alleging that the partnership that won the contract failed to meet city rules regarding how much work can be one by subcontractors.

To resolve the conflict, public works officials decided to call for new bids on the contract.

The result, however, was the same: The partnership of American Kuk Dong and Advanced Architect & Development won.
