Capitals Sign Russian Center Volchkov

Alexandre Volchkov, a Russian center selected fourth overall by the Washington Capitals in the NHL entry draft, signed a three-year contract. Terms were not disclosed. . . . The Edmonton Oilers signed free-agent defenseman Kevin Lowe, 37, to a one-year contract for about $500,000.
