NOTES : League Presidents, Umpires Meet, Discuss Appeals Issue

Thirty minutes before the start of Game 1 of the American League championship series, umpires’ union counsel Richie Phillips was holding another news conference at Yankee Stadium. It wasn’t directly geared at Baltimore Oriole second baseman Roberto Alomar, but Phillips raised that subject, of course.

“Most right-thinking people agree that Alomar shouldn’t be participating in the postseason, but I won’t beat on that any more,” he said.

Phillips said he and the nine members of the union’s board of directors met for four hours on Wednesday with American League President Gene Budig and National League President Leonard Coleman and came away with assurances that stays of suspensions while players appeal will no longer be automatic and that players involved in incidents such as Alomar spitting on umpire John Hirschbeck will no longer go unpunished indefinitely.

“We’re satisfied that the league presidents are prepared to depart from precedent,” he said.

All of this will be reviewed at the code of conduct summit in Phoenix on Nov. 14. However, a union official questioned Phillips’ comments, saying league presidents do not have the authority to arbitrarily change precedents or bargaining issues between the players and baseball.
