Still Split

After months of wrangling over upgrading the Hill Canyon sewage plant, the Thousand Oaks City Council remains divided on the most equitable way to split the costs of improvements among current and future residents (B1). . . . The five city leaders are now considering an interim solution, and a $2.50 monthly sewer fee increase that they hope will meet state requirements and keep the sewage treatment plant operating.
