Request to Sell Beer, Wine to Be Reviewed

Jess Rangel still wants to reopen his small market on Santa Fe Avenue in old downtown and sell beer and wine.

The Planning Commission approved his request in August but was overruled by City Council members, who expressed concern that the area already has nine businesses that sell beer and wine.

Following city procedures, Rangel waited six months and applied again for approval. In April, the commission approved his request, which will be reviewed again by the council tonight at the request of Councilwoman Carol Downey, who voted against the proposal last year.

Rangel had operated the market for about 20 years but became ill and was forced to close it two years ago. His permit to sell alcohol expired after his store remained closed for a year.

The council will meet at 7:30 p.m. in chambers, 401 E. Chapman Ave.

The meeting will be preceded by a 4:30 p.m. study session on the $24-million city budget being proposed for fiscal 1997-98.

The proposal calls for adding one police officer at an annual cost of $70,000 and increasing part-time staff hours for supervision at Tynes and Oberle gyms and McFadden Park, a cost projected at $10,000.
