City Not Powerless on Koll Group’s Pipeline
City officials said this week they may have more power than earlier thought in controlling water service to a controversial proposal for 1,235 homes on the Bolsa Chica mesa.
Koll Real Estate Group has formed its own water company and arranged supply service for the development from a private source in Cypress.
But the company recently asked Huntington Beach for permission to install a pipeline at Bolsa Chica Street.
In the past, the city has had little decision-making power over the development since it has been regulated by the county.
“It appears we will actually have some control,” Mayor Shirley S. Dettloff said. “It’s been an issue the city has dealt with for years but with little input.”
The mesa development has long been a contentious issue between environmentalists and developers.
Last year, the Bolsa Chica Land Trust, a group of environmentalists who helped in saving the Bolsa Chica wetlands, filed a lawsuit to stop the mesa development.
