The Planning Commission on Wednesday approved, once again, a General Plan amendment for the Headlands. The commission had approved the changes last month; they effectively derail the property owner’s plans for the 122-acre coastal area, while at the same time pave the way for the city’s development plans. That action was contested by co-property owner Headlands Reserve LLC, who said notice was not properly given to nearly 3,000 residents who had asked to be informed of meetings regarding the Headlands. Wednesday’s meeting was packed with residents from both sides of the issue. The commission also recommended that the city and the property owners sit down to mediate the issue.
