The City Council and Planning Agency will vote Tuesday whether to approve continuous outdoor concerts at the Gordon Biersch Restaurant and Brewery on El Toro Road. The council also will consider upgrades to the La Paz Shopping Center, including renovations of the facade and landscaping and new commercial signs, and will be shown a prototype “city entry monument.” Such markers are used by many Orange County cities to define boundaries and to welcome visitors.
