City Councilman Ken Ryan was sworn in and appointed as mayor Tuesday, taking the lead in conducting a marathon meeting that lasted until the wee hours of the morning.

Ryan, a former planning commissioner, was elected last month to the seat left vacant by Gene Wisner’s resignation in September. His appointment as mayor was unanimous.

Although the meeting lasted nearly seven hours, council members voted on only about half the items listed on the agenda.

Ryan has emphasized that he would not pick sides on the council, and would work to build harmony among its members.
