A team of students from the Anderson School at UCLA beat out rivals from USC in an urban planning competition sponsored by the Southern California chapter of the National Assn. of Industrial and Office Properties.

Judges named the five-member UCLA team the winner after reviewing its response to the question: “What type of private commercial development of the 11.5-acre Rand site in Santa Monica would provide a link with the existing commercial district on Main Street and the 3rd Street Promenade?”

The UCLA proposal protected the site’s ocean views and included a plan to sell a piece of the property to finance development costs. The team was named the winner during a ceremony last week.

The city of Santa Monica recently purchased most of the Rand Corp. site for $53 million as part of a plan to add new housing, office space and parks to the Civic Center.
