Online Recall Drive Targets Quackenbush

A group that accuses Insurance Commissioner Chuck Quackenbush of misspending earthquake settlement money posted recall petitions on the Internet on Monday, seeking to force him from office.

The secretary of state’s office cleared a group called People’s Veto to gather petition signatures using its World Wide Web site, at

https://www.peoplesveto.org. The group is asking registered California voters to download petition forms, sign them and mail them in.

People’s Veto has until late November to gather 964,325 signatures.

Lawmakers are investigating Quackenbush’s decision to let insurers avoid up to $3 billion in potential fines for violations related to the 1994 Northridge earthquake by instead giving far less to a nonprofit fund he created.

Quackenbush denies wrongdoing but acknowledges that none of the more than $12 million the California Research and Assistance Fund took in has been spent on quake research and consumer aid--goals his office announced it was created to provide.

A Quackenbush spokeswoman did not return a message for comment.
