Following the state’s downward crime trend, juvenile arrest rates in California fell for a steady seven years, tumbling by 30% since they peaked during the early 1990s, according to a state report released Tuesday.

In Orange County, the fall in arrests began during the mid-1990s and dropped 11% between 1995 and 1998, said the California Department of Justice report. The report tallied arrests statewide between 1988 and 1998.

Among the largest cities in the state, four Orange County municipalities registered large declines in felony arrests of juveniles.

Huntington Beach police arrested 196 youths in 1998--38% fewer than they did 11 years earlier. Over the same period, juvenile arrests fell 14% in Irvine, 12% in Orange and 29% in Santa Ana, according to the report.

But Anaheim saw a 44% leap in juvenile arrests over the same 11 years, and Fullerton experienced a 28% jump, the report showed.
