The agency is in charge of the county’s animal shelter, which handles about 50,000 animals a year. The shelter’s director and chief veterinarian were forced to step down last year after being criticized by veterinarians and animal-rights advocates for not stemming a distemper outbreak among cats at the shelter and for failing to inoculate all strays. Julie Ann Ryan Johnson was appointed director of Animal Care Services in November.
