Oxnard District’s Policy on Transfers

Re “Policies Sought to Keep Athletes True to School,” Dec. 31.

Hats off to Times staff writer Anna Gorman for exposing the Oxnard Union High School District board’s policy regarding intra-district transfers for what it is.

The board wishes to deny parents the right to school choice mandated by state law.

Several schools in the district have a pathetic record of athletic and academic performance as well as student safety.

The principals of the schools would like to ensure that students are subjected to their miserable performance as educators regardless of state law requiring open enrollment policies.

Camarillo High School is the only blue-ribbon school in the district, yet the district administrators try to pretend that parents are requesting a transfer for athletic reasons only.

Besides the stupid rule regarding athletic eligibility, administrators have enacted other rules that make it difficult for parents to exercise their right to school choice.

Now parents must visit the district office in Oxnard just to get a transfer request form. Middle-school principals are informed of the transfer request window after its final date in an obvious effort to deter requests for transfer.

These people care only about protecting funding for schools, many of which are dysfunctional. The principals of the schools do not try to improve performance but focus on promoting rules that strip parents of their right to school choice.
