The Riverside County Board of Supervisors voted Tuesday to delay responding to a scathing grand jury report on a county-run animal shelter until the facility’s staff provides a detailed reply to all 28 criticisms.

Supervisor Bob Buster, who sits on the shelter’s advisory board, told the shelter’s executive director, Janis McLaughlin, that a draft submitted by shelter staff included some “very flip responses,” and demanded further explanation of shelter practices.

The county has until early March to submit its response to the grand jury.
