From Times Staff Reports

In a bid to win the headquarters for California’s new stem cell research program, Mayor James K. Hahn announced that he had arranged for free downtown office space.

The mayor made his announcement just hours after Councilman Antonio Villaraigosa, who is challenging Hahn in the March 8 election, indicated he plans today to announce a city-county effort to spur the development of biomedical businesses in Los Angeles.

A Hahn spokeswoman said the mayor had been working on his proposal for several weeks.
