A Beverly Hills physician has surrendered his license to practice medicine after the Medical Board of California accused him of negligence, incompetence, unprofessional conduct and failing to keep required records in the treatment of three patients.

The board said Michael J. Scolaro unnecessarily infused one patient with a drug that increases the platelet count in blood. The board said he ordered excessive infusions of an immune-system suppressant for another patient and failed to perform necessary monthly physical examinations on a third patient.

In 1994, the board placed Scolaro on three years’ probation after allegations that he had experimented on 11 terminally ill AIDS patients by inoculating them with blood containing the human immunodeficiency virus. The board said Scolaro failed to submit his research to an independent review committee before conducting human experimentation.
