Commissioner Accused of Fixing Tickets Resigns

A city traffic commissioner accused of fixing tickets and having sex in court chambers resigned just hours after the Monterey County district attorney said he would not file criminal charges against him.

Richard Rutledge came under scrutiny in August after a former court clerk sent an e-mail to nearly 50 court and county employees, including all Superior Court judges, accusing Rutledge of dismissing traffic tickets for friends. She also accused him of having sex with her in his chambers.

Rutledge resigned Thursday after Dist. Atty. Dean Flippo said there was not enough evidence to prove he broke the law.

The sexual misconduct allegations are still under investigation by the Administrative Office of the Courts in San Francisco. The office has hired an independent investigator.
