Owner of Four Horses Faces Cruelty Charges

The owner of four horses is facing cruelty charges after authorities found the animals malnourished and substantially underweight.
Sacramento County officials said the incident was one of the worst cases of animal abuse they had seen recently. One of the horses, an Arabian mare, was at least 400 pounds underweight.
The horses were placed with a rescue ranch.
