When will the administration learn that it’s our actions that upset people, not the disclosures or the whistle-blowers who made the actions come to light?

According to the White House, President Obama “understands and regrets” Brazil’s concerns over the disclosures about U.S. spying. Does he also regret the actual spying on our allies, the real problem?

Obama needs to address the important concerns raised by recent high-profile leaks instead of worrying about the leakers. He needs to express his regret directly to our shrinking number of friends in the world for spying on them.
