Two teen-age boys were charged by the Alameda County district attorney’s office with conspiracy to commit murder and burglary in what police said was a plan to kill the parents and sister of one of them with an ax. A Dublin Police Department sergeant said the boys, ages 13 and 17, had ransacked the younger boy’s house when his mother walked in. The older boy raised the ax to strike her but dropped it when she screamed, the police officer said.
