Rozelle, Four Teams Meet on Rights to Kosar

National Football League Commissioner Pete Rozelle said Tuesday that he would decide within a week what to do about a four-team muddle over the rights to University of Miami quarterback Bernie Kosar.

Rozelle met for 3 1/2 hours with representatives of the Houston Oilers, Minnesota Vikings, Cleveland Browns and Buffalo Bills in an effort to resolve the dispute, which boils down to whether the league will allow Kosar to forgo the regular college draft and opt for a supplemental one.

Kosar, who has two years of college eligibility remaining, announced last month that he would complete his courses by this summer and would make himself available for the April 30 draft. Buffalo, which has the first pick, has already signed defensive lineman Bruce Smith, leaving the choice up to Houston, which picks second.

Last week, the Oilers traded that second pick to Minnesota, which said it would pick Kosar.

However, on the same day that the Browns, the team Kosar says he wants to play for, obtained from the Bills the first pick in any supplemental draft. That would allow them to pick Kosar if he decided after the NFL draft that he wanted to play in the NFL.
