The City Council has given first reading to an ordinance creating a new fee for residents who apply for overnight parking permits on Alhambra streets and doubling the hours in which the general ban on overnight parking is in force. Under the ordinance, the overnight parking ban will be in effect from 2 to 6 a.m., instead of the current 2 to 4 a.m. Residents who have no place to park except on the streets may continue to obtain special permits, but the ordinance adds a $10 fee for new applications. The application fee is in addition to the yearly permit charge, which will remain at $12. The ordinance, scheduled to go into effect July 1, also will shift the permit process from the Police Department to the Finance Department.
