Two boys have been charged with juvenile delinquency after admitting they started a fire in a metal trash bin that caused an estimated $400 million in damage to a neighborhood of factories and homes here, Mayor Joseph Lipari announced Wednesday.

The juvenile delinquency charge against the youths specifies counts of arson, criminal mischief and causing widespread damage, Lipari said. A court hearing Friday will determine if the youths, ages 12 and 13, are to be tried as adults.
