San Francisco supervisors voted 6 to 4 to place a one-year moratorium on new fast-food outlets in the North Beach area but exempted a proposed Carl’s Jr. restaurant because the owners already had gone through the long and costly planning process. Supervisor Quentin Kopp, who called for the ban after Carl’s Jr. won tentative approval from the city Planning Commission two months ago, went along with the exemption after checking other Carl’s Jr. operations in San Francisco. Supervisor Willie Kennedy observed that the hamburger take-out spot “couldn’t be any more offensive than those nudies or whatever you want to call them” in North Beach.
